Manging ArcGIS Server and ArcIMS on Windows Server

Why doesn’t ESRI use the Microsoft Management Console (MMC) to allow management of ArcGIS Server and ArcIMS on Windows Server?

How about at the ArcGIS 10.x release maybe?
